August 20th, 2019 - Public Engagement Meeting - 6:00 - 8:00 PM at Lowell Senior Center, 276 Broadway St.
August 27th, 2019 - City Council Vote to select from Four (4) electoral systems the Two (2) systems that provide the best electoral system for the City (the “Two Finalists”)
September 3, 2019 - Deadline under the Consent Decree to select the two (2) electoral systems that will be placed on a non-binding ballot in the November election (the “Two Finalists”). (Vote will take place on August 27 because there is no council meeting scheduled for September 3.)
September 17, 2019 - Final date for defendants and plaintiffs to agree upon language for two non-binding questions to be placed on the November 5, 2019 ballot, to solicit voter preference between the “Two Finalists” options.
November 5, 2019 - City of Lowell municipal election - Two non-binding ballot questions on the “Two Finalist” election systems to gauge voter preference, which the City Council will give considerable weight to in determining the final selection of the new election system
After November 5, 2019, but before December 3, 2019 - City Council shall select which one (1) of the two (2) “Finalist” systems will be implemented in advance of the November 2021 elections for the City of Lowell
